SECTION 1: NAME
This Chapter shall be named BASSMASTERS OF THE TENNESSEE VALLEY.
SECTION 2: PURPOSE
To stimulate as a group of interested individuals the awareness of bass fishing as a major sport and to bring together these individuals and fishing for the improvement of: CHRISTIAN FELLOWSHIP, MORALE, HONESTY, INTEGRITY, CONSERATION, YOUTH FISHING, and FISHING TECHNIQUES. To operate solely on a MAJORITY RULE basis of Membership. And to detect and report any polluter or poacher of our waters and wildlife to the responsible authorities. To function as a dynamic and effective link with other chapters of the State B.A.S.S. Federation, embracing the principles and purpose of the Bass Anglers Sportsman Society.
NOTE: This Club will belong to and support the Tennessee State Federation of B.A.S.S. And shall submit a complete membership roster to B.A.S.S. Chapter Federation Department in February of each year.
SECTION 1: NUMBER OF MEMBERS
This Chapter shall begin and maintain at least six charter members. The total membership shall be 100% B.A.S.S. members and limited to 60 members in number, unless this number is altered by a TWO-THIRDS majority vote by the members present in accordance with ARTICLE V (Amending the Bylaws and Rules).
SECTION 2: REQUIREMENTS FOR MEMBERSHIP
To become a Chapter member, a person shall:
a: Voluntarily express a genuine interest in membership
b: Be a member of B.A.S.S.
c: Be recommended by or invited to join by a least one Chapter member at a regular Chapter function.
d: Be voted on by members present. The vote shall be made in the applicants absence, and approved by a unanimous ballot.
NOTE: SPECIAL MEMBERSHIP REQUIREMENTS FOR MINORS
Minors requesting membership into this Chapter must:
Be accompanied by a legally responsible parent, relative, or a legal guardian of 18 years of age or older a permanent fishing partner or be accompanied by a legally responsible fishing partner of 18 years or older that shall assume full responsibility for the minor, and shall be the minors permanent fishing partner. The responsible partner shall apply and receive a full membership status per ARTICLE II SECTION 2 before the minor can be eligible for membership.
NOTE: If a minors partner resigns, is expelled, or leaves the Chapter for reasons known or unknown before the minor attains 18 years of age the minors membership shall automatically be void.
SECTION 3: MEMBERSHIP DUES
A: A $10.00 lifetime initiation fee payable in full upon the acceptance of membership into this Chapter and in not refundable.
B: A $42.00 annual due initially payable upon being voted into the Chapter.$12.00 of which shall go for National Federation dues. $6.00 of which shall go for State Federation dues. This $18.00 will be due on or before the close of the December meeting each year, to continue your membership for the following year. $24.00 of which shall go for annual dues of the BASSMASTERS OF THE TENNESSEE VALLEY BASS CLUB. The annual Club dues of $24.00 shall be paid before the conclusion of the January meeting each year. This will continue your membership in good standing for the following year. The Club dues may not exceed $24.00 for any year, and shall be used solely for the helping pay the cost for our state team to fish the State Federation Tournament. These dues are not refundable under any circumstances. Members joining the club on or before June 30 will pay the full $24.00 dues, after June 30 the dues will be prorated at a rate of $2.00 per month (i.e., a member joining in July would pay $22.00, a member joining in December would pay $12.00).
SECTION 4: REMOVAL FROM MEMBERSHIP
A member shall be dropped from membership at any time by a two-thirds vote of active members present at a regular Chapter meeting for any of the following, with the exception of failure to pay dues, this is automatic and does not require a vote:
A: Failure to pay dues.
B: Any other action which would reflect dishonor and discredit upon this Chapter and/or B.A.S.S.
C: Failure to show an active interest in the club, i.e. failure to attend a meeting or fish a tournament for a period of one year.
D: Disqualification for any reason from participating in B.A.S.S. sponsored events including disqualification for use of drugs or alcohol.
ARTICLE III - OFFICERS, ELECTIONS, VACANCIES, AND ELIGIBILITIES
SECTION 1: OFFICERS AND THEIR DUTIES
The officers of this Chapter shall consist of:
A: PRESIDENT
ˇ Preside over all meetings and direct all official business of this Chapter.
ˇ To see that majority vote on any particular item is fulfilled in accordance with the pertaining Bylaws.
ˇ To insure that any member requesting the floor is granted his request at first hand in reference to the subject being discussed.
ˇ To insure that all Bylaws and Rules of this Chapter are adhered to by all members.
ˇ To act as a tie breaker on those proposals split equally between members when no other apparent resolve is obtainable.
ˇ To insure that major conflicting interest of members be brought to a secret written vote.
B: VICE PRESIDENT
ˇ Assist the president.
ˇ Act as Program Chairman
ˇ Act as President in the Presidents absence on all functions as covered in ARTICLE III SECTION 1A.
C: SECRETARY
ˇ Maintain accurate minutes of all meetings.
ˇ Read minutes from previous meetings.
ˇ Provide B.A.S.S. National and State Federation with up-dated rosters.
ˇ Assist President in arrangements for the state team.
D: TREASURER
ˇ Report financial status at each meeting.
ˇ Maintain checking account for chapter.
ˇ Provide President and Secretary with checks to pay bills or dues.
E: TOURNAMENT DIRECTOR
ˇ To notify all possible member participants prior to each tournament by telephone or other means of any possible changes in each tournament schedule.
ˇ To receive and maintain accurate records and tournament fees for each Chapter tournament.
ˇ To report on any Chapter sponsored tournament fished, at each Chapter meeting.
ˇ To insure that all participating members receive 25 bonus points for each Chapter tournament fished in.
ˇ To maintain a 100% schedule available at all Chapter tournaments.
ˇ To be the official timekeeper during all Chapter sponsored tournaments, and shall be responsible for starting and ending each Chapter sponsored tournament on time and insure that a 15 minute waiting period is maintained for any possible protest after the last participant weighs in.
ˇ To conduct all weigh-ins in an orderly fashion, to have any questionable fish measure, and to access appropriate penalties of same in accordance with tournament rules.
ˇ To have absolute authority over all Chapter tournaments, and shall enforce all Chapter tournament Rules and By-laws as set forth in this Chapter at all Chapter sponsored Tournaments, unless otherwise specified by a vote of the majority of active members present in accordance with the By-laws and Rules of this Chapter.
ˇ To have absolute authority to inspect any participants boat at any time at any Chapter sponsored tournament and to have complete authority to disqualify and participants found in violation of Chapter tournament rules.
ˇ Shall have copies of Chapter sponsored tournament rules available for participants or a copy available for inspection by tournament participants.
ˇ Shall bear full responsibility for moneys received for all tournaments, and payback of same.
ˇ Shall appoint an assistant Tournament Director and possibly may appoint a second assistant Tournament Director to help him in his responsibilities to this chapter.
ˇ The Tournament Director and his assistant or assistants shall be the only persons to weigh fish, measure questionable fish, or to officially enter necessary information in the Tournament Directors record book.
ˇ The Tournament Director shall have the official responsibility of receipt, maintaining, and keeping of the Chapter weigh scales, weigh basket, and tripod stand.
ˇ The Tournament Director shall also keep the Chapter scales, basket, and tripod readily available for all Chapter sponsored tournaments.
ˇ Shall withhold any moneys affected by a protest until matter is resolved (Normally at the next Chapter meeting).
ˇ To bring any possible protest before the tournament participants and to insure that the protest procedures are fulfilled.
A: PROTEST PROCEDURES
1. The protesting party officially informs the Tournament Director of protest.
2. The protesting party submits $50.00 deposit to the Tournament Director at the tournament site, for a polygraph test for the accused party. The protesting party will pay in full the cost of the test before said test takes place, when the price is set.
3. If any qualifying position is protested, all moneys shall be withheld by the Tournament Director.
4. The accused shall submit to the polygraph test when the test can be mutually arranged.
5. The result of the polygraph test shall be agreed as fact and absolute.
6. Refusal to take the polygraph test shall result in the disqualification from the tournament, loss of possible winnings, and automatic loss of membership from Chapter.
7. If the accused is found guilty by the polygraph test or upon refusal to take said test, the protester shall be reimbursed his money by this Chapter.
8. If the accuser is found to be innocent by the polygraph test, the protester shall publicly apologize to the accused and lose the money paid by he/she for the polygraph test.
F: ASSISTANT TOURNAMENT DIRECTOR/DIRECTORS
ˇ Assist the Tournament Director.
ˇ Act as and fulfill all the responsibilities of the Tournament Director in the Tournament Directors absence as listed in the Chapters Bylaws and Rules, Article III, Section 1E.
G: SERGEANT AT ARMS
ˇ To maintain an orderly meeting as requested by the presiding officer.
ˇ To help insure that all Chapter meetings are handled in accordance with the By-Laws and Rules of this Chapter.
ˇ May appoint other members to assist him in fulfilling his duties.
H: CHAPTER CHAPLAIN (If available)
ˇ To give invocation at all Chapter functions.
ˇ To suggest guidance in case of any possible confrontations or uncontrollable situations.
ˇ May appoint an assistant to fulfill his duties in his absence.
SECTION 2: ELECTIONS
A. NOMINATION OF OFFICERS
A motion can be made to make nominations at the regular Chapter meeting in December. In order to elect any or all officers this motion must be carried by a two thirds majority vote of all members present.
1. Nomination and election shall be held separately for each office as listed in ARTICLE III, SECTION 1, except for those offices of assistant, which shall be appointed by the elected officer of that particular office.
B. ELECTION PROCESS
Election shall be by a two thirds majority vote of the members present, and may be voted upon by secret ballot if deemed necessary by the presiding officer.
SECTION 3: ELIGIBILITY OF VOTE
Each member, including Officers, is entitled to one vote for each elective office. Proxy votes are not permitted.
NOTE: All Officers shall be entitled to vote on all Chapter functions, as they are considered active Chapter members.
SECTION 4: TERM OF OFFICE
A. The term of office is until the next election takes place, and then beginning on the first Monday of the first month after elections, and not ending until the closing of the meeting in which the successor is elected.
SECTION 5: VACANCIES
In the event of an office becoming vacant, nominations shall be asked, and an election will be held to fulfill the unexpired term of the vacant office. National B.A.S.S. Headquarters shall be notified immediately of the change of any officers.
SECTION 6: ELIGIBILITY FOR HOLDING OFFICE
A. Must be a member in good standing for at least six (6) months.
B. Must show an active interest in Chapter functions.
C. Must be nominated.
D. Must be willing to accept the responsibilities for office in which he is nominated.
ARTICLE IV - CHAPTER MEETING DATE, TIME, AND PLACE
SECTION 1: REGULAR MEETINGS*
A. Shall be held the first Thursday of each month.
B. The meeting shall officially begin at 7:00 p.m. and shall end at the conclusion of the monthly business.
C. The meeting date, time, and/or place may be deferred, canceled, or moved due to availability of meeting place, adverse weather conditions, holidays, etc. for the convenience of the majority of members.
D. All Chapter members shall help maintain cleanliness of the Chapter meeting room, immediately after the adjournment of Chapter meeting.
E. All Chapter members attending regular monthly meetings shall receive 25 points for each meeting attended from March through December of the calendar year (No points shall be accrued for the January and February meetings). Members meeting the following stipulations shall be excused from and shall receive 25 points for each meeting missed provided the member notifies an officer in advance, or in the event of an emergency, as soon as possible.
Hospitalization/death of spouse, children, father, brother, sister, grandparent, or grandchildren.
Chapter members regularly employed on second shift (this does not include first or third shift employees working overtime).
SECTION 2: EMERGENCY MEETINGS *
A. Any member may call an emergency meeting, but he must have the verbal acceptance of such meeting by two-thirds majority of the membership.
B. The minutes of any emergency meeting shall be recorded by the Secretary/Treasurer or the acting Secretary/Treasurer, and reported on in their entirety at the next regular Chapter meeting and recorded in the Chapter meetings.
C. Any Officer may call for an emergency meeting for Officers or members provided he has verbal acceptance of the President or Vice-President, Secretary/Treasurer, Tournament Director, and the Sergeant at Arms. ARTICLE IV, SECTION 2, ITEM B may apply.
D. The emergency meeting date, time, and place shall be determined as agreed by notified or participating members or Officers of this Chapter.
*NOTE: The presence of or the consumption of drugs or alcoholic beverages shall be strictly prohibited at any regular or emergency Chapter meeting and shall cause expulsion from meeting of violating person/persons.
ARTICLE V - AMENDING THE BY-LAWS AND RULES
SECTION 1: MOTIONS TO CHANGE OR AMEND BY-LAWS AND RULES
Changes to the by-laws and rules may be proposed at any regular chapter meeting from January through October. Proposed changes must be submitted in writing to the chapter President to be read to the members present and then must be seconded by another member as a motion.
A list of proposed changes, in chronological order, will be passed out to each member in attendance at the November meeting. Beginning at the December meeting the proposals shall be read, discussed, and voted on one at a time until the list is exhausted. This may be continued at the January meeting if necessary. A proposal must be approved by two-thirds majority of the members present at this time. Proxy votes are not permitted.
SECTION 2: EXTENUATING CIRCUMSTANCES
In the event of emergencies, extenuating circumstances, errors identified in the by-laws/rules, etc., It may become necessary to propose changes to the by-laws at times other than the January meeting. The only time that a change to the by-laws other than those set out in Article V Section 1 is allowed is when a unanimous motion (no nay or deferred votes by active members) is brought to the floor. After being passed unanimously, the motion will be brought forward as old business at the next monthly meeting and will be voted on. The motion must pass by a two-thirds majority of active members present at the meeting.
Guests: Any person that fishes, or elects to fish, any regular Chapter tournament that is not interested in applying for membership into the Chapter preceding applicable tournament.
Any member may fish with a guest as his partner provided:
A. That member is without his regular member partner.
B. Another members partner is unobtainable or unacceptable.
C. The guest has not fished the applicable tournament Lake 48 HOURS prior to the tournament time. NOTE: It shall be the responsibility of the Tournament Director, in front of participating members to specifically ask the guest, "Have you fished this lake in the past 48 hours?" The guest shall respond truthfully to this question.
D. The guest must be approved each time by the Tournament Director or Assistant present at the applicable Chapter function.
E. The guest shall not fish more than three (3) regular Chapter Tournaments per year. NOTE: If the guest is a MINOR procedures ARTICLE II, SECTION 2, ITEM 2 shall apply.
ARTICLE VII - TOURNAMENT RULES (100% PAYBACK)
THE FOLLOWING RULES SHALL APPLY TO THE REGULAR CHAPTER SPONSORED TOURNAMENTS AS SCHEDULED. THESE RULES APPLY TO ALL MEMBERS, MEMBERS WITH GUESTS, AND PROSPECTIVE MEMBERS.
1. All regular Chapter tournaments are OFF LIMITS to fishing, 48 HOURS prior to the commencement of said tournaments.
2. The only persons eligible to fish the regular Chapter tournaments shall be: Members, and the members with approved guests in accordance with ARTICLE VI.
3. The total payback of entry fees shall be 100%. A $3.00 boat charge is taxed on each boat entered into each tournament, this money is placed into the chapters operation fund and is non-refundable. This $3.00 tax is not considered part of the entry fee for payback to contestants. The entry fee for each participant shall be $10.00. A separate and optional LUNKER fee of $1.00 per person is available to any participant wishing to fish for LUNKER. Any participant may wish to fish for LUNKER only and may do so without paying the basic entry fee. The LUNKER payback shall be 100% to the eligible participant and the basic payback shall be made to the eligible boats in the order of their respective places.
NOTE: Total tournament fee due at any regular chapter tournament will be $25.00 for two contestants fishing as partners and competing for tournament lunker awards. Or $14.00 for one contestant fishing alone and competing for lunker awards.
4. Eligible fish shall be: Largemouth, Smallmouth, Kentucky or Spotted Bass of a minimum legal length of 12 inches, (measured with mouth closed and jaw intact) unless otherwise specified by the respective State Regulation or Tournament Director, and shall be taken according to these Tournament Rules in a legal and sporting manner, on legal fishing gear.
A. Each Bass submitted for weighing at the weigh-in site that does not meet the minimum legal length shall be assessed at the rate of one pound for each illegal fish submitted, and the total assessment of all illegal fish submitted shall be deducted from the total BOAT WEIGHT of legal fish.
NOTE: Any contestant may borrow a measuring board from the Tournament Director and take it back to his/her boat to measure fish prior to bringing the fish to the scale (PLEASE DONT MAKE THE TOURNAMENT DIRECTOR PENALIZE YOU FOR SHORT FISH BY CARRYING THEM TO THE SCALE AREA AND PUTTING THEM IN THE WEIGH BAG).
B. A late Penalty for any late boat shall be assessed at the rate of ONE POUND per minute for the first 15 minutes after which the late BOAT shall be disqualified from the tournament with automatic loss of entry fees. The late penalty shall be deducted (in addition to deductions for illegal Bass, if applicable) from the TOTAL BOAT SCORE and shall be deducted from the LUNKER weight if the participant is entered for LUNKER only.
5. Legal Bass shall be weighed for the computation of points on a ONE OUNCE=ONE POINT basis. Each participant shall not claim more Bass than he actually caught for points. If he actually catches more than five (5) legal Bass (or as the respective State Regulation and/or Tournament Director states) he may apply only his five heaviest fish for points, but he can apply all of his/her fish to the total boat weight. Each fisherman shall bring his/her fish to the scale in a separate weigh bag (provided by the club) to obtain timely and accurate weight for point computation. The splitting of weight between partners is expressly forbidden and will result in the disqualification of the entire boat weight as a penalty for attempting to split weight. Each member participant shall be awarded 25 bonus points for each regular Chapter tournament he attends.
6. On a 12 tournament schedule, the top ten tournament weights will be used for the computation of points. Show points will still be awarded for all tournaments fished.
7. Any member, or members with approved guests that arrive late to fish a tournament, shall locate another member and pay respective tournament fees, have his livewell inspected by the party collecting fees, and be advised of any changes in the rules and/or schedule.
8. The member collecting the most legal points for the year ending each December shall be awarded a Mr. Bass trophy plus $100.00 for that year.
9. Some or all of the tournaments rules may be altered/changed for SPECIAL TOURNAMENTS as requested by the Tournament Director and in full agreement of affected members for the following: Children only, Crappie only, species other than Bass, Wildcats and other approved tournaments or methods. Points awarded for any of these special tournaments will be 50 per member participating. Participants in club sponsored wildcat tournaments will be awarded 50 points. Wildcat tournaments must be set at least 45 days prior to the date to be fished. Points will also be awarded to club members participating in scheduled club events (i.e. Casting Kids Contest, Fishing Expos, etc.) At a rate of 25 points per event.
10. A LUNKER AWARD of $50.00 and a TROPHY shall be awarded to the eligible member that catches the largest legal Bass during the year ending in December while fishing regular Chapter tournaments.
11. The sponsors of this tournament assume no liability for any participant, bystander, participants property or bystanders property at any time.
12. No participant shall be under the influence of alcoholic drink or under the influence of drugs preceding or during the tournament. EXCEPTION: Prescribed medication taken in the prescribed manner, and does not affect the safety of the person taking medication and/or others.
13. No BOAT LIMIT of Bass shall exceed 10 Bass at any time or 5 Bass if fishing alone. NO CULLING AT THE RAMP.
14. All eligible/legal Bass shall be caught on the designated tournament lake during the designated tournament hours in strict accordance with these tournament rules.
15. Only ARTIFICIAL LURES may be used. The possession of or the usage of LIVE BAIT is illegal and strictly prohibited.
16. Trolling is illegal and strictly prohibited.
17. Participants shall stay in their respective boats while in the ACT of FISHING.
18. Rods, Cane Poles, fiberglass poles, jig poles or Flipping Sticks (with or without reels attached) over eight (8) feet in length are illegal for these tournaments and are strictly prohibited. Only one rod may be used at a time to take fish during the tournament.
19. Fly rods less than nine (9) feet in length with either automatic or single action fly reels attached (using those lures designed to be cast effectively with a fly rod) may be used.
20. Boat safety standards shall comply with U.S. Coast Guard Regulations, respective state and local regulations where applicable.
21. Each participant shall have the respective state fishing license or permit where this tournament is held where applicable.
22. SIDE BETS ARE NOT RECOGNIZED by the sponsors of these tournaments and the sponsors assume no responsibility or liability for such.
NOTE: Persons making side bets do so at their own responsibility.
23. THE TOURNAMENT DIRECTOR HAS THE AUTHORITY TO DETERMINE LEGAL/ILLEGAL FISHING EQUIPMENT and, at his discretion, INSPECT LIVE WELLS, STORAGE LOCKERS, and/or OTHER SUSPECTED AREAS WHERE ILLEGAL ITEMS MAY BE FOUND, at any time before, during or preceding payback time of tournament. (Normally 15 minutes after the last participant weighs in). FAILURE TO COMPLY WITH THE TOURNAMENT DIRECTORS REQUESTS pertaining to this tournament and its participants shall result in automatic disqualification from tournament with loss of entry fees.
24. The possession of or the usage of Trammel nets, seines, and other nets used primarily for commercial fishing purposes are illegal and strictly prohibited in these tournaments.
25. The Tournament Director may order an EASE OFF or other instructions for leaving the launch site for the commencement of these tournaments, if he deems it necessary for the safety and well being of participants and/or bystanders and their properties.
26. Respective state regulations pertaining to sport fishing that may not be covered in these tournament rules shall apply also.
27. Other rules may also apply to this tournament in special situations, if applicable. See the Tournament Director for details or clarification of any of these tournament rules.
28. Participants are to keep a 50 yard daytime courtesy distance from other boats whose occupants are in the act of fishing, and also the same distance at night when possible.
29. In the event of a tie (total points) in the top six points race for either 1st or 6th place, the tie will be broken by first evaluating the total weight of the fish caught by each individual (the heavier weight being the winner); if a tie remains then the total number of fish weighed in will be evaluated (the individual with the most fish being the winner). If this method fails to break the tie, an 8-hour fish-off will be conducted under the direction and supervision of the tournament director to break the tie. The top six team for the state tournament will be decided by order of point rankings at the end of the tournament year. Alternates will be determined by starting at seventh place and continuing in numerical order until the team is established. Boaters and non-boaters will be determined by order of ranking.
ARTICLE VIII - SCHEDULING REGULAR MONTHLY TOURNAMENTS
1. Lakes for the entire year will be set by the tournament committee with the exception of times and dates, which will only be set for January through August, by the beginning of the February meeting. Remaining times and dates will be set in July by the Tournament Committee. No regular tournament will be scheduled for 3 weeks prior to the week of the State Tournament.
2. The names of six area lakes and their launch sites, listed below, will be used two (2) times a year for scheduling of ARTICLE VIII, SECTION 1. Launch sites are subject to change due to the availability of the ramp (i.e., large tournament using launch site on the same date.)

3. Tournament Committee will determine scheduling so as not to conflict with major holidays. Also some but not all major tournaments may be considered part of this process. This is to ensure that all members have the opportunity to fish all scheduled club tournaments. Part of this process will be through the use of a tournament survey which will be distributed and returned during the January meeting. This survey is not a vote, but will be used as a scheduling guideline by the tournament committee.
A. Tournament committee to consist of 5 club members and the tournament director (to facilitate only). Committee selection process is as follows:
1. Names taken on voluntary basis from members in good standing for at least one year.
2. The names will be randomly drawn to determine committee members.
3. Committee will be selected during the January meeting.
4. No committee member shall serve two consecutive years unless fewer than five club members volunteer in the drawing for the committee membership.
NOTE: The tournament director shall have the authority to cancel and/or change the date of any scheduled tournament should circumstances or safety of the club members become an issue. This activity can only be done with a majority of the attending tournament committee members voting to do so up to the start time of the affected tournament.
